ive got a galaxy 55v the frequency counter reads 10.695 it wont change no matter what channel your on. clarifier don't work either. ANY IDEAS

The clarifier and the freq counter could be one problem, try cleaning the clarifier pot with some deoxit, that might cure both problems. If not look on the left side of the board for a bad solder joint.
