Is this a New radio? Someone could have added a Variable Power in place of the RF Gain and just set the RF Gain to wide open...Check your DK and see if it changes when you adjust the knob.

The RF gain doesn't reduce any noise just the receive signal, does the signal meter drop when you turn the knob to the left?

trace the wires where they solder to the main board and verify they are making good connection. you could have a bad solder joint in the area where the wires hookup causing it not to change. get your magnifying glasses on with a solder gun and start checking for a bad solder joint. even look at the caps in that area since you said it is a old radio. you may have some of them failing. look on cbtricks.com under connex and they have a picture of the main board for active devise locations. this will also help you look at each part location. I bought a galaxy 44hml whish is a old radio on ebay for next to nothing because it did not work properly and it had bad solder joints in the vco PLL areas. works great now.

glad you found it. just takes time to trace out the wires and the locations plus bad solder joints on most radios.
