The transmitter half has a recessed screw on the back labeled Plate Tuning, what does this do?

Look the radio up on CB Trick's, there are owners manuals for most Browning radios.

It fine tunes the plate current. Select ma on the meter switch and adjust bias to middle of the indicator. If its close leave it alone. Blue

That should be done in Lower Sideband with radio xmtr in ma.mode.
