Can a PLL chip LC7132 be modified? It is in a Realistic TRC-438.

The LC7132 is a ROM (read only memory) controlled with direct VCO division so it's not able to be reprogrammed but as an added preventative it also includes a MC (misprogram code detector) if you try to change the program code on the chip the pin is activated and kills the transmit and receive.
In other words no.

The PLL can not be modified but forced injection into the loop mixer will work. That is how it is done on the Cobra 29 LTD. They do make Expo Kits for that radio. You will get 40 above and 40 below the CB band.
