I am hooking up a base station and have a couple issues. I need to get an antenna and want to keep the cost down. I am not able to put a tower or anything much higher than my roof because of where I live. I was looking at a half wave dipole but am not sure that would work well. Any suggestions? I have an old starduster 400 that I would love to use, but simply cant.

A dipole is a fine antenna. If you want local and DX then hanging it vertically or in an inverted V configuration will give you both. If you are more interested in DX then horizontal mounting will attenuate the local signals quite a bit and give you a better shot at DX.

I'd do a dipole in an inverted 'V' installation. That should give you reasonable performance for both local and occasional DX. They don't get any cheaper than making your own dipole too. But as low as it sounds like you'll have to install it I probably wouldn't look for outstanding performance.
