Heck mine can tilt down...I've see that type of tower before, and thought about building one...From what I've read they are popular over seas in the UK...However, I don't think that one is no 80'... more like 40'...80' would be a monster to tilt.

I've seen this video before. The cantilever design makes it easy to tilt but it looks like you would need to work of at least a 10ft stepladder to get to the feedpoint. It looks like 80ft to me with the pipe mast included.
