cobra 89xlr-no transmit

I just picked up a very nice 89xlr that receives just fine and when you key up the modulation meter swings to 100%.
but it is not transmitting-shows no rf output power on the external meter and does not even key up the external freq. counter.
this radio has had zero mods,not even the audio clipped. what are some of you fellas suggestions on where to start.

It could be something as simple as dirty contact to a blown final, you say the mod meter is moving at key up so it indicates the mic wiring isn't the problem. Go to CB Tricks and download the manuals for the radio and start trouble shooting from there.
